Las Instituciones Nacionales de Derechos Humanos cumplen, fundamentalmente, con dos funciones: proteger a las personas a partir de recomendaciones, garantizándoles una reparación si se comente una violación a sus derechos, y prevenir futuras violaciones a los derechos humanos. Sobre esta base están llamadas a ser los organismos que guíen hacia una cultura ciudadana a favor de los derechos humanos. Para lograr la culturización en este campo, se requiere educar en derechos a través de la educación formal e informal. En el (...) caso de México, la Comisión Nacional de los Derechos Humanos es la institución encargada de realizar esta labor. Su posición flexible y dinámica, así como su autonomía dentro del Estado mexicano, le dan la posibilidad de propiciar esa cultura, ya que es una institución de configuración diferente al sistema tradicional de impartición de justicia, por lo que hace que mantenga una línea de investigación enfocada en los derechos humanos. La culturización empieza por el ámbito nacional o interno y se debe extender hacia el exterior, como un movimiento social internacional. (shrink)

In order to clarify whether Rawls is more or less cosmopolitan than Kant, we carry out a comparative analysis between his general proposals for the organization of international relations. Likewise, seeking to clarify the distance between cosmopolitanism, pacifism and ius internationalism, the ius ad bellum proposals of both authors are particularly analyzed in the war-and-peace debate context. On the one hand, as a result of the first analysis, different commonly unnoticed logical coincidences between the postulates of Kant and Rawls are (...) highlighted. On the other hand, after the conclusions of the second analysis and taking as a criterion the causes that both authors admit as just for war, a proposal of an ideal type of cosmopolitan ius ad bellum is also provided. Introduction Currently, The nature and scope of Clinical Ethics Protocols in Madrid are not well understood.Objectives The main objective is to describe the features of ‘guideline/recommendation’ type CEPs that have been or are being developed by existing Clinical Ethics Committees in Madrid. Secondary objectives include characterisation of those CECs that have been the most prolific in reference to CEP creation and implementation and identification of any trends in future CEP development.Methods We collected CEPs produced and in process by CECs accredited (...) in the public hospitals in Madrid, Spain, from 1996 to 2008.Results CECs developed 30 CEPs, with 10 more in process. The most common topic is refusal of treatment . If CEPs addressing terminal illness, Do-Not-Resuscitate orders and advance directives are placed into a separate ‘ethical problems at the end of life’ category, this CEP subject emerges as the most common . There is a relationship between the age of the CEC and the development of CEPs . CECs now seem to be more likely to engage in CEP development.Conclusions The CECs in Madrid, Spain, have developed a significant number of CEPs and there is a trend towards continued development. The most frequent topics are ethical problems at the end of life and refusal of treatment by the patient. (shrink)

In this paper we present the authors’ experience of teaching a course in Ethics for Engineers, which has been delivered four times in three different universities in Spain and Chile. We begin by presenting the material context of the course, and especially the intellectual background of the participating students, in terms of their previous understanding of philosophy in general, and of ethics in particular. Next we set out the objectives of the course and the main topics addressed, as well as (...) the methodology and teaching resources employed to have students achieve a genuine philosophical reflection on the ethical aspects of the profession, starting from their own mindset as engineers. Finally we offer some results based on opinion surveys of the students, as well as a more personal assessment by the authors, recapitulating the most significant achievements of the course and indicating its underlying Socratic structure. Concern about air-quality in urban areas has led to the implementation of Low Emission Zones as one of many other initiatives to control it. Recently in Spain, the enactment of a law made this mandatory for cities with a population larger than 50k inhabitants. The delimitation of these areas is not without controversy because of possible negative economic and social impacts. Therefore, clear assessments of how these initiatives decrease pollutant concentrations are to be provided. Madrid Central is a major initiative (...) of Madrid city council for reducing motor traffic and the associated air pollution in the city centre. This Low Emission Zone starts at the end of 2018, but the first fully-operational period corresponds to the second quarter of 2019. In this work, a methodology based on the Gaussian Process to analyse the evolution of Nitrogen Dioxide inside Madrid Central is undertaken. A Gaussian Process is a stochastic process suitable for interpretable model selection and predictions. Due to its probabilistic nature it provides error estimation at predictions. After the activation of Madrid Central, a relevant reduction of Nitrogen Dioxide has been observed. However, the role of the meteorology during this period must be ascertained to correctly evaluate the role of the activation of the Low Emission Zone against a prone weather. In this work, a model based on the Gaussian Process is trained with meteorological information to predict the concentration of Nitrogen Dioxide at Madrid Central, $[NO_{2}]$. This probabilistic description allows extracting statistical information on the reduction affected by the meteorological scenario and separately by the Madrid Central activation. (shrink)

A patent is a property granted to any new shape, configuration or arrangement of elements, of any device, tool, instrument, mechanism or other object or part thereof, that allows for a better or different operation, use or manufacture of the object that incorporates it or that provides it with some utility, advantage or technical effect that it did not have before. As a document, a patent really is a title that recognizes the right to exploit the patented invention exclusively, preventing (...) others from making, selling or using it without the consent of the owner. The fact of making a patent is motivated by the fact of promoting creativity, hindering competition in the market as only one person holds the patent, thus protecting the initial investment and fighting against plagiarism. Patents are available to the public for dissemination and general knowledge. It is generally recognized in the specialized literature that patents can be used as an indicator to calculate the results generated by research and development activities, being a very useful indicator to measure various social, economic or technological aspects. For this reason, it is of relevant interest to have tools or systems that allow us to obtain the patents developed in a specific period of time and to carry out analyses of various economic and social factors. These analyses can serve to obtain a social perspective of society’s progress in the technological field, and this is why an analysis of patents is of our interest. This paper proposes a platform specifically designed to obtain knowledge about patents as an indicator of Spanish social, economic or technological aspects. For this purpose, the platform retrieves, analyses and visualizes functionalities that represent data on the landscape of patents obtained from the Spanish Patent and Trademark Office as a particular case of study. BackgroundThe COVID-19 pandemic has resulted in some populations being confined to their homes as part of infection control measures. This situation can be hard to cope with due to separation from loved ones, prohibition of regular activities, fear of infection, loss of freedom, and so on. These negative impacts cause considerable psychological stress, and all the more so when the situation continues for an extended period, as was the case in Spain. The present study was aimed at investigating the effects (...) of COVID-19 quarantine on the emotional functioning of confined Spanish individuals after 8 weeks of lockdown by means of a cross-sectional study. The possible associations between changes in emotional functioning and demographic variables, health habits, social support, and resilience were also analyzed.MethodsA total of 906 Spanish adults completed an online survey to gather information about their prevailing mood and affects, using the Positive and Negative Affect Schedule, and other variables related to their habits and protective factors.FindingsAs expected, the data indicated an increase in negative affects and a decrease in positive affects after 8 weeks under lockdown, as well as a general decline in overall mood. The largest increases in negative affects were observed in young adults and women. We did not find any differences between people who were or were not diagnosed with COVID-19. Adhering to a routine, maintaining the same weight, and moderate physical exercise were associated with fewer negative affects, which indicates they are important protective factors, as are perceived social support and resilience.ConclusionIn order to mitigate the psychological impact of confinement, it is important to develop psychoeducational measures that encourage subjects to adhere to health habits and promote social support and resilience as protective factors. A special preventive focus should be placed on the most vulnerable population groups, namely women and young adults. For a public health lockdown to succeed, its negative consequences must be minimized insofar as possible through adequate knowledge of the risk factors and protective factors, and by means of prevention-oriented organization. Ever since the publication of Halliday and Hasan, cohesion analysis has received much attention in several branches of linguistics. Lexical cohesion in particular has been shown to contribute to the coherence of discourse in a number of ways, and specific patterns of lexical cohesion have emerged as relevant for the description of different registers and genres. In the present article I challenge existing models of lexical cohesion and offer a revised one which affords particular attention to what I call ‘associative (...) cohesion’. I go on to test the adequacy of the proposed framework in a corpus of 15 telephone conversations extracted from the International Corpus of English-Great Britain. Using both quantitative and qualitative methods the article analyses 3480 ties and demonstrates that telephone conversations are lexically cohesive mostly due to repetitions, associative cohesion and inclusive relations, which overwhelmingly occur across the turns and over remote-mediated spans. In addition, lexical patterns are shown to collaborate in topic management processes and to be sensitive to genre-specific factors, thereby demonstrating the descriptive potential and applicability of the framework. We reconsider the Myerson value and the position value for communication situations. In case the underlying game is a unanimity game, we show that each of these values can be computed using the inclusion--exclusion principle. Linearity of both values permits us to calculate them without needing the dividends of the induced games (graph-restricted game and link game). The expression of these dividends is only derived in the existing literature for special communication situations. Moreover, the associated inclusion--exclusion decomposability property depends on (...) what we have called the graph allocation rule. This rule is the relative degree (relative indicator) for the position value (Myerson value). (shrink)

This paper investigates the role that universities play in supporting social entrepreneurs (SEs) across their ecosystem. Adopting the resource-based view (RBV) approach, we argue that universities attract, mobilize, and deploy multiple resources that benefit SEs through four main mechanisms (i.e., teaching, research, outreach, and the development of partnerships). We use a qualitative approach of 62 semi-structured interviews and 8 focus groups in Ecuador, Bolivia, and Colombia. Our contribution shows that employing different resources and engaging in supportive activities of universities towards (...) SEs facilitate the development of university capabilities, such as an increased reputation, development of leadership skills for students and staff, and wider access to ecosystem resources that support other university activities related to teaching, research, and community outreach. The role that partnerships play in the development of these capabilities is fundamental, thanks to the different strategic alliances and mobilization of resources between universities and other actors while supporting SEs. This study contributes to our understanding of the role universities can play to intensify the nature of supportive ecosystems for SEs. This contribution is relevant not only to academics but also to practitioners, as this will shed light on the building, development, and scaling of a supportive ecosystem for SEs. (shrink)

While the programme's core topic for the year 2010 was probability and statistics, the organizers of the workshops embraced the opportunity of building bridges to more or less closely connected issues in general philosophy of science, philosophy of physics and philosophy of the special sciences. However, papers that analyze the concept of probability for various philosophical purposes are clearly a major theme in this volume, as it was in the previous volumes of the same series. This reflects the impressive productivity of probabilistic approaches in the philosophy of science, which form an important part of what has become known as formal epistemology - although, of course, there are non-probabilistic approaches in formal epistemology as well. The contemporary confluence of globalization and ethical pluralism is at the origin of many ethical challenges that confront business nowadays, both in practice and in theory. One of the challenges arising from the development of globalization has to do with respect for cultural diversity. It is often said that the success of economic globalization tends towards social and cultural homogeneity. To the extent that cultural diversity is usually seen as a valuable reality, that global trend seems to contradict our efforts (...) to respect ethical pluralism, both personal and cultural, within society. In this paper I argue that (a) ethical minimalism, despite its emphasis on tolerance and justice, does not take pluralism seriously into account in present-day society, and (b) ethical minimalism is not suited to balancing the homogenizing trend of globalization. Certainly ethical norms are necessary, but by no means are they sufficient in themselves to encourage either justice or tolerance; nor are they sufficient to inspire and encourage good practices and sound regulations. Instead, virtue-based ethics has the capacity of inspiring and encouraging good practices. Particularly, virtue-based ethics is able to inspire a serious dialogue about ethical and legal issues both in the public arena and within organizations. (shrink)

In this article, we present results from a literature review of intrinsic, instrumental, and relational values of nature conducted for the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, as part of the Methodological Assessment of the Diverse Values and Valuations of Nature. We identify the most frequently recurring meanings in the heterogeneous use of different value types and their association with worldviews and other key concepts. From frequent uses, we determine a core meaning for each value type, which is (...) sufficiently inclusive to serve as an umbrella over different understandings in the literature and specific enough to help highlight its difference from the other types of values. Finally, we discuss convergences, overlapping areas, and fuzzy boundaries between different value types to facilitate dialogue, reduce misunderstandings, and improve the methods for valuation of nature's contributions to people, including ecosystem services, to inform policy and direct future research. © 2023 The Author(s). This paper intends to explore an aspect of Blumenberg’s metaphorology as memory of mankind and the ethical commitment derived from it. It is seen as the culmination of the fight that the human being maintains against the senselessness of reality. It manifests itself and it is perceived by a human being as theimmensurability of world time and life time (i.e. that the human being is born and dies), that impedes the human being from having all of the world i.e. the (...) satisfaction of its infinite desires. In the fight against finity technology and money play a vital role. They have in common the power to enable an expansion of human capacities over the boundaries of factual existence: through technology and money the human being can do more or, do the same in less time. That is: tobring closer life time and world time. But in this process the instrumental character of technology and money causes homogenisation in the societies where they thrive. That’s one of the characteristics of globalization. This homogenisation is to be understood as the forgetting of other essential possibilities of the human creation of meaning. Thus, what technological and monetary processes construct on one side, come to be destroyed on the other side. Blumenberg’s metaphorology is the adequate response: it is understood both as the self-consciousness of the process of reason in its making sense of the universe, and as an “ideal store” of everything the human being has come to make in this process. We present a proof of the equivalence between two deductive systems for constructive necessity, namely an axiomatic characterisation inspired by Hakli and Negri's system of derivations from assumptions for modal logic , a Hilbert-style formalism designed to ensure the validity of the deduction theorem, and the judgmental reconstruction given by Pfenning and Davies by means of a natural deduction approach that makes a distinction between valid and true formulae, constructively. Both systems and the proof of their equivalence are formally verified (...) using the state-of-the-art proof assistant Coq. The proof approach taken throughout the paper unveils the use of some alternative proof methods that allow for a smooth transition from the high-level mathematical proofs to their mechanised counterparts. In this work I reflect, from the concepts of coloniality of power (Quijano 2007a) and coloniality of gender (Lugones 2008), key elements to sentipensar,2 the struggles of Indigenous women on the continent in defense of life in their territories. It is not new for Indigenous women to mobilize together with their peoples to defend the land-territory-life, but in recent years their participation has become more visible to the extent that the threat to the territories also involves fundamental elements for the (...) reproduction of life that previously had not been of interest to capital. In this context my interest is focused on the ways in which the women of the territories create and resist from other ontologies in defense of life.Thinking the reality of our countries from the coloniality of power and the coloniality of gender implies, among other things, taking as a baseline the existence of structures of domination, exploitation, and extermination that have been reproduced over the last five centuries in Abya Yala, and that have led to the imposition of a world classification that denies the existence of other worlds that inhabit these territories, and that have been persecuted, massacred, made invisible, but that exist and re-exist (Albán 2013). Within the current economic situation, poverty indexes in developed countries are becoming more and more alarming. This makes the role of food banks very relevant, and in addition contributes towards reducing the problem of food waste. Motivated by the social importance of these non-profit organizations, this paper analyzes the impact of food banks on the supply chains to which they belong. Differences in the functioning of these supply chains are highlighted attending to the relations induced by the food banks. First, (...) the international research background for this topic is summarized; then, the results of an empirical study in Spain are presented. Data were collected through surveys and analyzed using cluster methodology. Two different types of food bank were identified. In this paper, I shall argue that both cognitivism and liberal contractualism defend a pre-moral conception of human desire that has its origin in the Hobbesian and Humean tradition that both theories share. Moreover, the computational and syntactic themes in cognitive science support the notion, which Gauthier evidently shares, that the human mind – or, in Gauthier’s case, the mind of “economic man” – is a purely formal mechanism, characterized by logical and mathematical operations. I shall conclude that a single (...) conception of human behaviour runs through the various dominant psychological, moral and political theories of analytic inspiration. (shrink)

Contra esta manera de tratar los problemas en el ámbito de la filosofía de la psicología, se plantea la posibilidad de tomar muy en serio las criticas que hizo Husserl al naturalismo a partir de una cierta concepción de la historia de la ciencia y de la filosofía. Este trabajo presenta los aspectos más importantes de las nuevas Directrices de Bautismo de la Archidiócesis de Sevilla situándolas en el contexto histórico teológico en el que maduran y destacando los principales criterios pastorales que utilizan.

Se examina el trasfondo subjetivo de Respuesta a la pregunta: ¿qué es la ilustración?, que anuncia la condición antropológico-política de la minoría de edad; mostrán-dose que su objetivo es lograr la ilustración del Estado a partir de dicha condición. Finalmente, se expone cómo la minoría de edad es la traslación antropológica del despotismo político, y cómo este se traduce lógico-subjetivamente en los prejuicios.

In this article we propose to carry out an examination of the notions of ‘other’ based on the philosophical proposals of Maurice Merleau-Ponty and Maurice Blanchot. It seeks to show the common point between both thoughts, from a proposal in which the other is understood as a dislocation, which manifests itself in the way of an opening. For this reason, the notion of opening becomes the central element of this analysis, from which the other manifests itself in an ambiguous way. (...) To this end, the proposals of both authors will be analyzed separately, however, highlighting and relating to each other their respective conceptions of opening and the implications they have regarding the question of the other. La didáctica de las ciencias es cada vez más activa, por lo que una metodología ampliamente utilizada es el Aprendizaje Basado en Problemas (ABP). Este método implica la resolución de un problema, la que se recoge en un informe denominado Informe de resolución de problemas (IRP). Para los estudiantes esta tarea representa un gran desafío, ya que implica actuar y expresarse del modo en que lo harían los expertos en el área. Es debido a esta dificultad que se hace imprescindible (...) la orientación de los tutores a través de la retroalimentación. Existen distintos tipos y modos de retroalimentar, lo que generará un impacto en el desempeño de los estudiantes. Analizamos los comentarios evaluativos que entregan las especialistas a los estudiantes que elaboran un IRP, tanto en un borrador como en la versión final del escrito. A partir de la clasificación de comentarios escritos de Arancibia, Tapia-Ladino & Correa (2019), realizamos un análisis de los tipos y modos de comentarios evaluativos y cómo el objeto influencia el modo. Los resultados indican que, a la hora de retroalimentar, en el primer borrador las docentes centran su atención en la superficie más que en el contenido y el modo predominante es a través de órdenes. En la versión final, la retroalimentación se dirige más bien al contenido y las evaluaciones positivas y negativas aumentan. Se infiere que en la medida que los comentarios evaluativos promuevan la adecuación al género, los estudiantes se insertarán más fácilmente en la comunidad a la que han ingresado. (shrink)

Una de las cuestiones metafilosóficas que ha suscitado especial dedicación y ha atraído la atención de filósofos de distintas filiaciones es la cuestión acerca del canon filosófico. ¿En qué consiste? ¿Cómo debe ser concebido? ¿Cómo se constituye? ¿Cómo funciona? ¿Dónde está? ¿Qué relación guarda con la historia de la filosofía y con la historia de las (...) ideas en general? ¿Cuáles son sus vínculos con la institucionalización y profesionalización de la filosofía y con la comunidad filosófica? son algunas de las preguntas planteadas.En nuestro medio y en general en la comunidad filosófica hispano parlante, la aparición de la obra póstuma de Eduardo Rabossi En el comienzo Dios creó el canon. Biblia berolinensis en la que su autor aborda con originalidad y agudeza esta temática, ha resultado ser un estimulante disparador para el examen y discusión de la cuestión que nos ocupa. Rabossi declaró que se daba por satisfecho si lograba incentivar la polémica. Creemos que lo ha logrado ampliamente. La idealización del diálogo es un gesto característico no sólo del pensamiento filosófico contemporáneo, sino también de las ciencias humanas y de los procedimientos de intervención pedagógica, terapéutica y organizacional. En este artículo revisaremos críticamente ese mito fundacional del diálogo socrático, mediante un análisis conversacional de los movimientos y las funciones discursivas que en él se desarrollan. Además, exploraremos la evolución moderna del género del diálogo filosófico.
